Officials agree the oil and gas industry is headed towards recovery as the price of oil begins to increase, however growth is expected to be flat through 2017.

Houston energy recovery to begin in 2017 Tomball, Magnolia focus on diversification efforts, development BY WENDY CAWTHON

For more than two years, the Greater Houston area, including Tomball and Magnolia, has awaited the return of domestic oil production growth since the energy downturn began in late 2014. “The worst is over,” said Patrick Jankowski, senior vice president of research at Greater Houston Partnership, during the 2017 Houston Employment Forecast presentation on Dec. 9.

Despite continued losses in construction and oil field services, Jankowski said GHP projects a net gain of 29,700 new jobs to be created in 2017 in markets, such as health care, hospitality and education. Oil prices have climbed to nearly $50 per barrel, up from a low of $26 in February, according to GHP. However, while officials agree a diversified economy and increases in CONTINUED ON 24

January is not only a good time to look to the future and make new resolutions, it’s also a time for us to take a look back. That’s what this issue is all about: what happened in 2016 and how those outcomes will shape 2017. Our past editions of “The January Issue” have typically focused on the big stories of the year in Tomball and Magnolia such as transportation, business and education. We’re doing that again this year—but with a bit of a twist. As you saw on the cover, we’re counting down the stories that will shape 2017. We took a look back at the things that happened in 2016, the latest news since the stories broke, and why they will continue to be newsworthy this year. We

also took this approach with our business and dining coverage, providing updates on what our local retail and restaurant owners have in store for our community in the coming year. We’ve also strengthened our annual city and county government and education pages and added more projects to our transportation page to provide a wider range of issues that will affect Tomball and Magnolia residents throughout the year. We’re hopeful this format is easy to read and helps provide new information on what to expect in 2017. We’ve enjoyed putting this issue together. Your opinion matters to us, and we’d love to hear what you think. Happy New Year!

Do you have a question about how local government works or something going on in town? Send it to tomnews@ communityimpact.com.

As many Texans know, an odd-numbered year means the Texas Legislature is back in session. As we did in 2015, Community Impact Newspaper will bring you monthly reports throughout the 85th session, following various bills and resolutions to keep our readers informed on new proposals from state legislators. Although the session only began Jan. 10, many legislators have prefiled bills in anticipation of hot-button issues that could result in new laws and big changes at home. Already there are multiple proposed bills from Tomball and Magnolia-area officials regarding limiting increases to property taxes, the payment of public pensions, amendments to the voter ID law and post-higher education employment. To follow along, be sure to look for our special At the Capitol section each month and online at www.communityimpact.com during the legislative session as we bring you the latest on the issues and priorities each of our local legislators are working on.

WHAT WE REPORTED Greater Houston area employers cut 1 in 7 jobs across oil-related industries after the price of oil dropped from $105 per barrel in June 2014 to $35-$40 per barrel in December 2015, according to the Greater Houston Partnership. The oil industry slump caused a decline in sales tax revenue for the cities of Tomball and Magnolia in October 2015. However, energy industry experts expect the oil industry to stabilize in early 2017. WHAT’S NEXT Despite continued losses in construction and oil field services, GHP projects a net gain of 29,700 new jobs to be created in 2017 in markets, such as health care, hospitality and education. MONTGOMERY COUNTY COMMISSIONERS FACE TRIAL

Harris County announced plans to build a county campus, featuring a county annex and administration buildings—which will house the constable’s office and justice of the peace—on 600 acres near Tomball. The land, located west of Hwy. 249, is in Harris County Improvement District No. 17. An oil and gas training center for Lone Star College-Tomball was also proposed for the site.

WHAT WE REPORTED Montgomery County Judge Craig Doyal, Precinct 2 Commissioner Charlie Riley and Precinct 4 Commissioner Jim Clark were indicted in June on Texas Open Meetings Act violation charges related to negotiations regarding the county’s road bond election in November 2015.

WHAT WE REPORTED The Tomball Fire Department was slated to open Station No. 5 in February near Telge Road. The Magnolia Volunteer Fire Department planned to open stations 187, 188 and 189 in fall 2016.

THE LATEST The cities of Tomball and Houston are working out annexation details for HCID 17 to determine which city will provide services to the area, as HCID 17 lies within the extraterritorial jurisdictions of both cities. Also, Lone Star College System’s plans for an oil and gas training facility have been delayed.

THE LATEST After a brief suspension, Doyal was reinstated into office Aug. 2, following a hearing with the State Commission on Judicial Conduct.

THE LATEST Since the opening of Station No. 5 in March, TFD has decreased its emergency response time by two minutes for calls on the west side of city limits, Chief Randy Parr said. The MVFD moved into stations 188 and 189 in early January— each equipped with an engine and water tanker— and will hold an open house for the stations in the near future.

WHAT’S NEXT The trial date has been reset for March 27. If convicted, the officials could face up to six months in jail, a fine of up to $500 or both, according to the Office of the Attorney General’s website. Additionally, conviction could result in the officials losing their jobs.

WHAT’S NEXT MVFD Chief Gary Vincent said construction on a third station should be finished in February. In Tomball, the TFD has acquired the land to build Station No. 3—located near Hufsmith and Stanolind roads—which will break ground once utilities are available in that area.

WHAT’S NEXT The project to construct the Harris County Precinct 4 administration building will be sent out for bid in early 2017, Precinct 4 Communications Director Mark Seegers said. He said the administration expects to move into the new building in 2018.

THE LATEST In October, the county received a $460,000 grant from the Texas Water Development Board to help fund a countywide flood mitigation study. The grant will fund half of Phase 1 of the study, which covers the Lake Conroe watershed and upper West Fork of the San Jacinto River. Future phases of the study will cover additional watersheds in the county. WHAT’S NEXT Work on the countywide flood mitigation study will begin no later than Jan. 25 and must be completed by June 30, 2018, according to grant requirements. CITY UPDATES COMPILED BY ANNA DEMBOWSKI

MAGNOLIA CITY COUNCIL

Big decisions made in 2016

Top issues for 2017

• FM 149 utility extension

• Attract major retailers

Utilities were extended in accordance with construction of the overpass at the intersection of FM 149 and FM 1488. The city began the extension project in 2015, and the overpass is expected to be complete this summer.

COURTESY PAUL MENDES

• Voluntary annexations

The 2016-17 Magnolia City Council, from left: Anne Sundquist, John Bramlett, Richard Carby, Mayor Todd Kana, Brenda Hoppe and Jonny Williams

A question for Mayor Todd Kana

Q A

Why is the city focused on growing its city limits, utilities and infrastructure? Expansion is actually an attempt to lessen the burden on such a small group of people that it is now. That’s why we always make an attempt to grow [and] annex. It’s ultimately to help everybody here now.

Big decisions made in 2016

Top issues for 2017

• Tomball Business and Technology Park

• Voluntary annexation

• Medical Complex Drive The city finished Segment 3 of the roadway, extending Medical Complex Drive from Lawrence to South Cherry streets. A Residence Inn by Marriott will open on Medical Complex Drive west of Hwy. 249 in early 2017.

• Business 249 & FM 2920 overlay project In conjunction with the Texas Department of Transportation, the city overlayed portions of two major roadways throughout summer and fall. In addition to resurfacing portions of Business 249, the $3.8 million project removed downtown parallel parking on Main Street, creating a four-lane road with a center-turn lane.

• Water meters

• Sewer treatment plant expansion Plans to expand the city’s wastewater treatment plant facility will move forward this year. However, the expansion is a multiyear project.

• Annexation

The city began installing self-reading water meters at residences and businesses within city limits. The new meters are expected to increase efficiency within the public works department.

City officials plan to annex more land as needed into the city limits to accommodate potential commercial developers.

• Economic development

• City staff The city’s fiscal year 2016-17 budget included a 3 percent pay increase for all city employees, excluding the police department. The council also approved a change in hours for City Hall, closing the offices for lunch each day.

City officials will continue to pursue economic development tools, such as implementing a tax increment reinvestment zone for the entire business district in Magnolia—located near FM 1774—and entering into a 380 Agreement with developers.

TOMBALL CITY COUNCIL

The city is working out limited purpose annexation details with the Grand Parkway Town Center to extend city limits to the retail development. Developed by NewQuest Properties, the center is expected to open in 2018 with retail and restaurant establishments.

ANNA DEMBOWSKI/COMMUNITY IMPACT NEWSPAPER

The city approved design plans for tenants in the business park. General Electric purchased property in the park in May, joining Packers Plus Energy Services, a Canadian-based international oil field services company.

In addition to annexing parcels of land for road easem*nts, City Council members approved the annexation of three parcels of land totaling 111.93 acres as requested to expand city limits near FM 149 and FM 1488.

As a result of the city’s proactive expansion and improvement efforts, city officials hope for developers to break ground on major retail sites within city limits. Locations and proposed retailers have not been announced.

• Parking City officials will consider adding parking spaces in the downtown area to accommodate more guests after removing parallel parking from Main Street last fall. Additional property has also been purchased on Fannin Street to expand the Historic Depot Plaza area.

• Tomball Tollway Tomball City Council is working with Harris County in regards to right of way needed for Phase 2. Work on the next phase of Hwy. 249 is due to begin in 2017, which is expected to bring growth to the Greater Tomball area. When completed, the project will extend Hwy. 249 as a tolled route across Spring Creek to Hwy. 105.

Q A

How does the 2016 strategic plan update reflect where the city has been and where it is headed? [When you update the plan,] you realize how many things have happened [from one of our major plans]. That’s pretty exciting, because then you do see, ‘Hey, the things we said we wanted to do four and five years ago have actually come true.’

MONTGOMERY COUNTY

The 2016-17 Montgomery County Commissioners Court from left: James Noack, Jim Clark, Judge Craig Doyal, Mike Meador and Charlie Riley

Harris County Judge Ed Emmett was elected in 2007.

Harris County Precinct 4 Commissioner Jack Cagle was elected in 2011.

Big decisions made in 2016

Top issues for 2017

• Thoroughfare plan

• Road bond projects

• Increased funding for law enforcement

• Public safety

In late January, the Commissioners Court approved a countywide thoroughfare plan to identify future transportation needs. The plan includes an extension of the Woodlands Parkway and a connection between FM 1486 to FM 149.

• Animal shelter director After the county took control of the shelter from Care Corporation in 2015, the county has seen two directors leave shortly after their appointments. In November, the court named Charles Jackson as the new director.

The county will continue work on projects from the November 2015 road bond, which includes projects in all four precincts, such as the widening of Fish Creek Thoroughfare, Research Forest Drive and Hwy. 105.

• Commissioner court date A trial date has been set for March 27 for Montgomery County Judge Craig Doyal, Precinct 2 Commissioner Charlie Riley and Precinct 4 Commissioner Jim Clark regarding an alleged violation of the Texas Open Meetings Act.

Harris County has added 24 constable’s deputies in parks and along trails who are also available and on call for matters outside the parks, county officials said.

• Astrodome plan In September, the Harris County Commissioners Court approved a plan for parking in the Astrodome. This both preserves the structure and creates potential revenue streams moving forward. In 2017 the court will be given more details on design and cost.

The county has begun the process of funding body cameras for officers.

• 2017 legislative session The Commissioners Court will continue to monitor the 2017 Texas legislative session for relevant bills that will affect the ability to fund or service projects.

• Recreation projects The county expects to continue creating and improving trails and parks in the area.

TOMBALL ISD

Tomball ISD Superintendent Huey Kinchen announced his retirement in late 2016.

Matt Schiel was elected to the Tomball ISD school board in November.

Big decisions made in 2016

Top issues for 2017

• Early College program submitted for approval

• Superintendent appointment

This year, TISD began working with Lone Star College-Tomball to launch an Early College High School program, where high school students would receive a twoyear associate degree. The program was submitted for Texas Education Agency approval in December.

• Board restructuring In December, the school board named Kathy Handler as the school board president and Sam Gregson as school board vice president, succeeding Michael Pratt and Ken Odom, respectively.

Following the announcement of his retirement in November, TISD Superintendent Huey Kinchen is expected to step down in March after serving for three years. The search for a new superintendent is already underway.

• District of Innovation program Should the district move forward with the program, implementation of the District of Innovation state program may begin this fall, which would offer the district more flexibility in implementing certain state guidelines, such as determining school year calendars, student-to-staff ratios and certification requirements.

ON THE

technology helped the northwest region of the Greater Houston area withstand much of the downturn, the rapid growth seen around Tomball and Magnolia at the height of the oil boom will be slow to return until confidence in the economy rebuilds. TOMBALL GROWTH SLOWS

Kelly Violette, executive director of the Tomball Economic Development Corporation, said diversification has been key in Tomball for companies looking to avoid layoffs and cutbacks. “I think we’re much more diverse than we were in the past, and over time as technology has changed and evolved, it’s changed companies, including companies that were primarily in the energy industry,” Violette said. “They’ve been able to branch out into other industries because of the technology advances. I think that’s definitely helped weather the storm.” She said Tomball’s proximity to the Grand Parkway and Hwy. 249 has been helpful to attract new companies to the city, particularly in Tomball Business and Technology Park. In 2016, the TEDC signed a contract with General Electric to build a new water and power facility in the park, while Packers Plus Energy Services, an international oil field services company, completed work in late 2016 on the first phase of a 50,000-square-foot research and development facility. Violette said new growth is possible in 2017 but likely not until after oil and gas companies have a better idea of what the new administration of President-elect Donald Trump will look like. “We’re still seeing some tire kickers, but a lot of them are still in that wait-and-see mode to make a big investment right now,” she said. Baker Hughes, which has a education and training center in Tomball, experienced declines in revenue as

“WE NO LONGER UNDERSTAND THIS TO BE A DOWNTURN—IT IS IN FACT A REALIGNMENT OF THE GREATER HOUSTON AREA ECONOMY,” — TANA ROSS, MAGNOLIA ECONOMIC DEVELOPMENT COORDINATORIC DEVELOPMENT COORDINATOR

“While we expect the market conditions to remain challenging near term, the structural changes we implemented in the past six months have created a stronger foundation for delivering on our objectives and positioning the company for growth,” said Martin Craighead, Baker Hughes chairman and CEO, in a statement. “I am pleased with our progress and while we have more work ahead of us, I am confident that we have the right people, technology, and strategy.” MAGNOLIA INFRASTRUCTURE FOCUS

In Magnolia, officials have put efforts into strengthening infrastructure and attracting developers in preparation for economic recovery. “We no longer understand this to be a downturn—it is in fact a realignment of the Greater Houston area economy, which remains strong thanks to diversification and jobs,” said Tana Ross, economic development coordinator for the city of Magnolia. However, Ross said the city expects growth to remain stunted until city transportation projects, such as the Tomball Tollway extension, are complete. During budget hearings for fiscal year 201617, the city projected a decrease of 7-11 percent in sales tax revenue as companies struggle to bring profits back up.

domestic production slowed. However, the oilfield services company stayed afloat by consolidating and forming corporate partnerships. In October, the company announced a merger with GE, which will take a 62.5 percent stake in the oil field services company. Baker Hughes had also attempted a merger with Haliburton in early 2016 before it was ultimately blocked by the U.S. Department of Justice and terminated in May.

Ross said new development will be slow for the new year but is anticipated for the future. She said a combination of diversification and tax incentives have help to keep businesses in the city limits from shutting down. “We anticipate 2017 to be—at best—flat because of the roadwork in our city,” she said. “Fortunately, most of our oil-related manufacturers here—like L&B Pipe & Coupling Products—diversified years ago.” A SLOW RECOVERY

While the energy industry can expect production to pick up again in 2017, experts agree recovery will not truly be complete until oil prices reach at least $60-$65 per barrel, a price that likely will not be seen this year. Bill Gilmer, director of the Institute for Regional Forecasting at the University of Houston C.T. Bauer College of Business, said one of the markers of recovery will be an uptick on operating domestic oil rigs. In December, Baker Hughes announced the number of rigs operating in the U.S. in November was about 580, an increase from the 544 rigs counted in October and the 509 rigs counted in September. The company saw a 34 percent decline in revenue during 2015. However, an increase in prices and rigs does not mark employment growth in the industry just yet. GHP projects losses will still continue in 2017 for the oil services, construction and information industries. “We’ve come back to about $45 a barrel, and

that marks the point where the service companies say [the downturn is] over,” Gilmer said. “Things are picking up. However, we’re going to have a long slow grind in front of us.” An important sign of recovery for Houston will be the return of jobs to the energy sector. Houston has lost 80,000 local oil-related jobs since December 2014, Gilmer said. Offsetting the energy sector losses are added positions in the food services, health care, retail trade, public education, entertainment and accommodations industries. Houston has added nearly 27,000 jobs in the service sector in the past two years, Gilmer said. These new gains can help drive growth in other facets of the economy, such as real estate and retail development, Gilmer said. As Houston’s population grows away from downtown, residents in suburban areas can expect to see continued growth. “You see apartment construction and some office construction…following the Grand Parkway out there—that’s where the city grows,” Gilmer said. “That’s where we should be building apartments and houses. That’s where cities should grow— there should be a lot of healthy growth.” Additional reporting by Julie Butterfield

LOCAL SALES TAX

EFFECTS

As a result of the fluctuating oil market and overall changes in the Houston economy, the cities of Tomball and Magnolia have seen changes in their yearly sales tax revenue, including an increase in 2014 at the height of the oil boom and a decrease in 2016, when oil was at its lowest price.

ENTERGY PLANT POINTS

Proposed $937 million power plant will serve Montgomery County residents BY ABIGAIL LOOP

Representatives of the Entergy Corporation are working with state and Montgomery County officials to construct a new $937 million power plant northwest of Conroe starting in 2019. Entergy representative Andrew Schonert said the proposed natural gas-fired plant would be built near Entergy’s existing plant near the Lewis Creek Reservoir west of Willis and near Lake Conroe. Schonert said the new plant was proposed due to the projected growth of the county and surrounding area.

“WE NEED A LONG-TERM POWER SUPPLY. IT’S A REALLY EFFICIENT TECHNOLOGY...” — ENTERGY REPRESENTATIVE ANDREW SCHONERT

The new plant would help serve a variety of counties located to the north and east of Houston, including

Montgomery County. “We’re planning for the future and for the next 10 to 20 years,” Schonert said. “We looked at the future of service and saw a lot of growth. We looked at meeting the need and this is the most cost-effective way; there are very few cons.” Schonert said the plant proposed to the Public Utility Commission of Texas is a natural gas combined-cycle plant, which is a reliable technology. A combined-cycle power plant uses both gas and steam turbines together to produce up to 50 percent more electricity than a simple-cycle plant. According to the U.S. Energy Information Administration, the number of plants constructed nationwide increased 19 percent in 2015 because of low natural gas prices and coal power plant retirements. The number of new plants is expected to keep rising in the U.S. If approved by state officials,

A proposed power plant, which would be built by Entergy Corporation, could be coming to north Montgomery County by 2021 northwest of Conroe near the Lewis Creek Reservoir. Construction: 2019

construction would begin on the plant in 2019 and be completed in 2021. Entergy is also working with local stakeholders to discuss construction issues and terms. “We need a long-term power supply,” Schonert said. “It’s a really efficient and reliable technology, and a huge benefit to the local economy. It was either build this plant or keep relying on the local energy market. This is also going to create about 2,800 jobs.” Montgomery County Judge Craig Doyal said the new plant is a smart move on Entergy’s part, and is needed due to the inevitable growth of the

county and Greater Houston area. “I think [the plant] is a great move for preparing for the growth that is coming,” Doyal said. “There is a tremendous need. It is also great on the economic side. It’s also just the hope of the county that [Entergy] chooses a transmission line or route that does not detract from the safety and beauty of Lake Conroe. But I am certainly in support [of the project].” Schonert said Entergy is currently looking at the electric grid system and should have transmission routes and lines planned out by the end of next year.

EDUCATION BRIEFS

BY ANNA DEMBOWSKI

The Texas Education Agency is changing how it gives accountability ratings to school districts and campuses beginning in the 2017-18 school year. The change will affect all school districts in the state, including Tomball and Magnolia ISDs. The new ratings, which follow an A-F letter rating system, were applied to each school district based on 2015-16 data as a trial run and were scheduled to be released to the public by Jan. 6, according to the TEA. However, the first official ratings will not be released until August 2018. The A-F ratings are a change from the “met standard” and “improvement required” ratings given to school districts in 2016. The rating change comes as a result of House Bill 2804, passed in 2015. At a November MISD board of trustees meeting, Assistant Superintendent of Curriculum Anita Hebert said the TEA intends the A-F rating system to reflect student and district success beyond State of Texas Assessments of

Academic Readiness results. “Part of the overall goal [of HB 2804] is that Texas will be among the top 10 states in postsecondary readiness in 2020,” Hebert said. “The way [the TEA] want[s] to do that is by [increasing] student achievements in all four subjects, ensuring the progress of all students toward advanced academic performance, closing those performance gaps among different subgroups and also rewarding excellence based on indicators—not just the STAAR [test].” According to the TEA, districts and campuses will receive a rating of A, B, C, D or F in each of five domains and for overall performance. As of a Dec. 1 release from the commissioner of education, indicators measuring performance include STAAR scores, graduation rate, dropout rate, postsecondary readiness, attendance, enrollment in a higher education preparation course and student engagement. As of press time, the provisional ratings for Tomball and Magnolia ISDs had not yet been released.

Tomball ISD Superintendent Huey Kinchen announced in November he will retire in March. Kinchen was appointed superintendent in 2013 following the retirement of John Neubauer.

Tomball ISD superintendent to retire in March BY WENDY CAWTHON

After three years as Tomball ISD’s superintendent, Huey Kinchen announced in November he will step down in March. Kinchen has 38 years of experience in education, 17 of which were spent in TISD, said Staci Stanfield, director of communications for TISD. Prior to succeeding John Neubauer in 2013, Kinchen worked in Spring

and Humble ISDs, and served as a deputy superintendent and assistant superintendent of administrative services at TISD. He also served as principal of Tomball High School. During Kinchen’s tenure, the district opened four new schools. A search for a new superintendent is already underway, and a finalist is expected to be announced later this year, Stanfield said.

Order in the Food Truck Court

CITY

Under Tomball’s proposed city ordinance, a food truck park must include:

Tomball City Council approves food truck park zoning inside city limits BY WENDY CAWTHON

Following the success of the Freight Train Food Truck Festival last October, the city of Tomball is looking to further capitalize on the gourmet food truck trend. At its Jan. 3 meeting, the Tomball City Council voted to adopt a new landuse category—Mobile Food Court—that would allow business owners to create an outdoor dining area with multiple food trucks parked for an extended period of time. The council will still require conditional use permits for any mobile food truck courts wishing to start a business in the city limits.. “Over [the] last year or two, we’ve been approached with multiple requests for a mobile food court establishment, possibly one on the far west side of town, central and other areas as well,” Community Development Director Craig Meyers said. Attached to one of the proposed

projects are Tomball Mayor Gretchen fa*gan and her husband, Mike. The couple plans to open 403 Eats, which will be located at 403 E. Main St., Tomball. “We eat at every restaurant, and we never eat at home, so our objective is to diversify into food,” Mike fa*gan said. “The food truck thing has become [a] millennial [trend]—it’s become crazy. It’s going to be a firstclass place; it’s going to be run by us. It’s not going to be trashy by any stretch of the imagination.” As a co-owner, Gretchen fa*gan recused herself from discussion and voting. Mayor Pro Tem Chad Degges led the meeting during the two agenda items related to food truck courts: one that created the new land use and another that amended a city ordinance to lessen restrictions on food trucks parked in the court. The move comes after a city ordinance adopted by the city in August banned food trucks from parking in the

city for more than four hours. Council Member Field Hudgens raised concerns about the length of time the trucks would be allowed to park at the court and how the trucks would be cleaned. However, Mike fa*gan said the trucks are required to maintain health permits from Harris County, and facilities would be provided on-site to responsibly dispose of hazardous waste like used cooking oil. “The inside container is going

to be the chef’s operation—they have to abide by all the laws of the state,” Mike fa*gan said. “They have to go by the same laws as a regular restaurant.” The council ultimately approved the land use with the stipulation that trucks can only park for a maximum of six months at a time. Gretchen said once the conditional use permit is approved, 403 Eats could be open in late April or early May.

What happens when... AT THE CAPITOL

Preview of the 85th Texas Legislature

THE HOUSE AND SENATE ARE AT ODDS?

Different sides of the Capitol may have different BILL INTRODUCED priorities heading into 2017 legislative session BY EMILY DONALDSON

Should the Texas Legislature accomplish only one thing during the 85th legislative session, which started Jan. 10, the body of elected officials is required to pass a balanced budget for the 2018-19 fiscal biennium. Per the Texas Constitution, expenditures must not exceed revenue. In July, Gov. Greg Abbott, House Speaker Joe Straus and Lt. Gov. Dan Patrick asked state agencies to reduce their budget requests by 4 percent, forecasting what could be a revenue shortfall. Sherri Greenberg, fellow of the Max Sherman Chair in State and Local Government at The University of Texas, said this request was an indicator of how the 2017 session will play out. SHERRI GREENBERG “This is going to be a session, not for addition, but for subtraction and cutting,” Greenberg said. She noted this would be particularly important with an increasingly out-of-touch relationship between members of the state Senate and the Texas House of Representatives. Patrick presides over the Senate as the state-elected lieutenant governor, and Straus presides over the House in an office elected by fellow representatives. Straus described how this difference affects the way the legislative agenda is formulated in each

HEALTH CARE

THE WOODLANDS Lone

Star Family Health Center in Montgomery County is fighting rising childhood obesity rates by encouraging patients to spend more time in nature. Since 2011, the health center’s doctors have written prescriptions for children to spend more time outside and less time with technology. In April, the center went one step further by becoming the first federally qualified health center in the U.S. with a certified nature explore classroom. “We got approached through a grant to build one of these classrooms at our center, and we thought it was just a beautiful integration between health care and nature while trying to get people healthier,” Medical Director Daniel Porter said. “We see a tremendous amount of childhood

obesity here and all of the problems that childhood obesity brings later in life. There’s research now that shows that if you can get children out in nature, you reduce [conditions] like asthma, ADD, depression and anxiety.” The $30,000 project was funded through a federal grant from the National Environmental Education Foundation and the National Parks Service. The nature explore classroom is situated adjacent to the health center in Conroe and has stations that integrate different learning styles with nature. Geared toward children ages 1-6, the classroom includes a music station, a water feature, a garden with fresh herbs and produce, and stations where children can use natural objects to build creations

small and large. “I just kept seeing kid after kid with childhood obesity, and I was just looking for something else to offer them,” Porter said. “You don’t want to put a child on drugs—that shouldn’t be our treatment for obesity and all these other problems—if we can treat it by just changing their lifestyle.” Health center counselors and their mental health patients also use the facility, as nature helps open up communication barriers, he said. The next step for the health center will be figuring out a way to scientifically track data to see how these initiatives are working, Porter said. “This is just the infancy to me,” he said. “We as doctors need to do something different because we’re not really changing the childhood obesity or the diabetes rates

REAL ESTATE ASK A GARDEN EXPERT

COMPILED BY ANNA DEMBOWSKI

The owner of a local garden center answers questions on how Tomball and Magnolia residents can maintain a garden in the winter months.

Winter blues and blooms Winter is the best time to plant flowers, since the ground stays warm in southeast Texas. Winter annuals planted in fall should bloom until about May or June.

Beverly Welch Owner of The Arbor Gate In terms of gardening, how can people make the most of winter? Winter is a neglected season in the garden because we really don’t have [harsh] winter[s]. The cold is not the issue—heat is. Our ground stays warm all through the winter, so even if a plant is dormant above ground, [its] root system is growing through the winter. So it is the best time to plant anything but a tropical [plant]. [Winter is] often a neglected season, but it’s the best time to plant.

How should residents care for their gardens in colder weather? The best thing to do in the winter is definitely feed [plants] with a timereleased organic food [that is enriched with compost]. [Residents] also need to quit watering as much. We’re getting rain; plants aren’t as actively growing. You need to cut that sprinkler system way back or, better yet, [turn it] off.

Most people lose their plants by putting too much water on them.

Pansy

1. WHAT TO PLANT IN WINTER While the weather is right, be proactive and plant flowers to bloom in spring, such as larkspur, delphinium, foxglove and sweet peas.

What plants are trending this year for winter in Tomball and Magnolia? What’s trending the most over the last few years is including edibles into the landscape. Winter vegetables are the easiest to grow, because you’re not dealing with as many environmental pressures—heat and insects and so forth. Incorporating lettuces and kales are gorgeous color to mix with some of your flowering winter annuals. Another wonderful thing to do is to plant herbs in as well—fennel, dill, parsley [and] cilantro are all cool season annuals. The winter is the best season to plant edibles in the landscape, whether it’s vegetables or herbs.

When should trees or perennials be trimmed? You don’t want to start pruning back

Mint

2. ADD WINTER COLOR Plant snapdragons, dianthus, alyssum, pansies and violas in fall for winter blooms.

your perennials and trees until the danger of frost has passed, so [not until the] end of February [or] first of March. Because our weather is so inconsistent, if you cut them back and we get into a couple weeks of warm 70-degree

weather—which happens often through the winter months—you will have signaled the plant to grow. Then we drop back into freezing weather, and you’re going to damage that new growth. It’s better to just leave them alone.
